The new logo for UK's Office of Government Commerce
was most likely a commercial hit in the wallet of the design shop responsible for the work.

But does the client know they've been fucked over?

With all the concerns, concerns, and even more concerns clients have with most everything today it's a wonder this one passed.
Or was it specified in the brief?

Just turn the logo on it's side and you get the message.
